Members have access to resources, contract review and negotiating services, utilization reports and scoring that shows how their facilities rank both statewide and nationally.

Plus, members have a dedicated managed care team for contract negotiation, credentialing services, and a robust quality program.

Joe Russell
Network Manager

Joe Russell serves as the network manager for SWCPN. Joe is the founder and CEO of Yield Health, which helps post-acute providers thrive under managed care and value-based arrangements through smarter contracting, network development, and strategy. A recognized expert in community-based care, Joe has built his career at the intersection of health policy, advocacy, and managed care.
 

Before founding Yield Health, Joe served as Vice President for Network Management & Contracting at Strategic Health Care, where he led contract negotiations for HCBS providers and managed several clinically integrated networks (CINs). Previously as executive director of the Ohio Council for Home Care & Hospice, he represented more than 600 providers statewide and founded the Ohio Community at Home Network in 2019 — the country’s first community-based, clinically integrated provider managed care network, which has proven that quality and value drive the future of health care reimbursement.
 

Joe’s career is rooted in public policy and advocacy. He directed government affairs and legislative advocacy for Ohio’s 88 county boards of developmental disabilities, served as director of government affairs at Strategic Health Care, and began his career as senior legislative aide to the Assistant Majority Floor Leader in the Ohio House of Representatives. Across these roles he shaped Medicaid and managed care policy while building trusted relationships with lawmakers and regulators in Columbus and Washington, D.C.
