Plus, members have a dedicated managed care team for contract negotiation, credentialing services, and a robust quality program.

Meet The Team

Joe Russell
Network Manager

Joe brings extensive expertise in health care policy, specializing in community-based care, public policy, lobbying, and managed care. He has built strong relationships nationwide and in Washington, D.C., through strategic problem-solving and political acumen. Before joining Strategic Health Care, Joseph served as Executive Director of the Ohio Council for Home Care & Hospice (OCHCH), where he led a team supporting over 600 home care, hospice, and palliative care providers across Ohio. During his tenure, he founded the Ohio Community at Home Network (OCHN), the nation’s first provider-managed care network of its kind.

 

Joe graduated cum laude in political science from the University of Toledo.

Dawn Miller
 Contracting Manager

Dawn's career in the managed care industry that spans over twenty years. Her current responsibilities include managed care contracting and network management related activities. Prior to joining Strategic Health Care, Dawn gained experience working for a national leader in the health insurance industry, a Medicaid payor, a state government Medicaid division, and a national non-profit where she managed health programs for cancer survivors. She has extensive knowledge of managed care operations, contract management, Medicare/Medicaid and Workers Compensation policy and process; and process development / improvement methodologies / development / administration.

Dawn is a graduate of Bowling Green State University with a Bachelor of Science in Business Administration. In 2003, she earned her Master of Business Administration, graduating with honors from Franklin University in Columbus, Ohio.

Stephanie Bartels
 Credentialing Specialist

Stephanie has over fifteen years of professional experience in the health insurance and billing industry. In 2008, she began as an Account Specialist for a physical therapy billing and collection group. She worked with the insurance plans on billing denials and educating the nearly 90 clinics on effective ways to reduce these errors. After moving to Columbus, she began a career with a local hospital credentialing for several departments including their PHO composed of over 1,900 providers. Stephanie most recently worked as a Credentialing Manager for a multi-state Urgent Care Group credentialing for their facilities and enrolling providers in the government plans.

 

Stephanie graduated in 2013 from Columbia Southern University with a Bachelor of Science in Health Care Administration.

Carolyn Roten

Strategic Advisor

Carolyn’s more than 20 years of experience in health care include serving as the Director of Business Development for a large health care network where she presented and negotiated contracts with managed care organizations, working in the health insurance division of a national insurance carrier, and holding offices with the Ohio Continuum of Care Council, Continuity of Care Coordinators and serving on several health care provider boards. As a Partner of Strategic Health Care, Carolyn provides managed care contracting services to a broad spectrum of health care providers. She holds a degree with honors from Franklin University in Business Administration.

Value-Based Care Advisor

As Senior Vice President of Contracting & Alternative Payment Initiatives at Strategic Health Care, Grant brings over 20 years of comprehensive post-acute care knowledge across multiple service domains including skilled nursing, assisted living, home health, hospice, outpatient rehabilitation, and adult day care. His financial and operational contract development expertise is focused on building sustainability and ensuring that mandates are met. He offers essential knowledge vital to the development of effective alternative payment initiatives, including value based reimbursement and pay for performance models focused on quality outcomes and reduced spending
